Starting in 1794, the British (who controlled Canada at the time) became concerned about travelers entering Canada. Because Britian and France were at war at the time in Europe, they were worried about Frenchmen entering SLower CanadaT via the United States. This caused all travelers from the states to have to declare their backgrounds and reasons for crossing the border. Lower Canada is an area near the border with Vermont (not far from Montreal) where the British granted land to Loyalists from the Revolutionary War.This Noah Whipple is almost certainly the son of Noah Whipple and Hope Whipple. The age and birthplace of Groton, New London County, Connecticut match the following, found in Vermont Genealogy. Braintree, VT: Genealogical Society of Vermont, 1996X. (Online database.
