Nathan Melvin Whipple was engaged in the plumbing and heating business in Malone for many years, had charge of the village water system, and was reportedly "active in other municipal affairs." He was responsible for laying the water main from Chasm Falls to the Malone reservoir, which followed a nine-mile route roughly approximating the present macadan highway. At that time there was little, if any, power machinery to assist in the digging of the ditch for the pipes, which had to be laid at a depth of several feet to be safely below the frost level. With most of the work being done by hand, the number of men and the labor involved must have been tremendous.
